30+ million people in California are in a severe drought zone

Looking at the data for California by population there are more than 30 million people experiencing the two most severe drought categories D3 and D4. This looks to be a record number of people in this severe category since 2000.

Drought conditions in California seem to happen about every 2 years and last for about 3 years.

There needs to be some serious soul-searching on water management policies within California. The regulatory hurdles to increase reservoir capacity are coming back to hurt the tax payers in a big way.
